Lifting children affected by No Recourse to Public Funds restrictions out of poverty - Joint Briefing

This briefing by the NRPF Partnership (Praxis, Migration Exchange and Citizens UK) outlines the impact of No Recourse to Public Funds on child poverty and the urgent steps this Government could take to address it.

  • The forthcoming Child Poverty Strategy must encompass all children living in the UK, including children impacted by the No Recourse to Public Funds (NRPF) condition.

  • Children in migrant households are at disproportionate risk of poverty and deep poverty. Estimates suggest that 1.5 million children in families with migrant parents live in poverty, accounting for more than a third of the total number of children living in poverty. Urgent action is needed to reduce these unacceptably high numbers.

  • The NRPF condition, which removes access to the social security system and most forms of government support, is estimated to impact 722,064 children in the UK. Of these, around 382,000 are estimated to be in poverty.

  • The Child Poverty Strategy must include measures to alleviate the constraints imposed by NRPF. Otherwise, the Government risks limiting the impact of its reforms on child poverty.
