Joint Briefing: statement and consultation on “earned settlement”

This joint briefing with Greater Manchester Immigration Aid Unit summarises how the Government is proposing to implement the “earned settlement” model first introduced in its Immigration White Paper, and further detailed in the statement and consultation published on 20th November 2025. It outlines potential impacts for individuals, families and communities, based on our understanding of what is proposed. This understanding is still evolving so this briefing may be subject to change. We expect that the Government will implement these proposals through changes to the Immigration Rules in following the consultation in 2026.
